I tend to agree with your premise. It looks like the right thing to do when something like looting is involved would fall somewhere between what this sheriff is recommending & what a lawyer might say. The question comes down to..who got shot for looting? or who got murdered as an excuse for possible looting? Tough call really as it may come down to one man’s testimony that someone was actually looting.
