Is a RINO better than a Rat?

Let me explain it to you...

Someone who votes with you 50% of the time (RINO) is better than someone who votes with you 0% of the time (Rat). If those are the only two choices with the chance of winning, then YES, a RINO is better than a Rat.

And you might add that Congress is a numbers game. The team with the most members gets to pick committee chairmen and set the agenda for the coming term. So yes, having another “R” is the Congress is better than a “D”.
