The phones are trackable and the individual is responsible for checking in with ICE on a regular basis, often by sending in a geo-tagged photo of themselves. 1) I bet they originated the requirement for geo-tagged photos because the phones somehow become "untrackable".
2) I bet no one sends in geo-tagged photos.
3) This is just free stuff because "why not?"

No need for them to report. Just follow the phone as it moves around the network.
Geotagging with photo just proves Rodrigo has the phone ‘there’ when the pic was taken.
