Noncareer appointments can be made only to general positions. Because noncareer appointments do not require a merit staffing process, noncareer appointees to the SES are considered political appointees.

Ha ha ha... that's a funny one. The cotton industry was ran by New York, so the tentacles were reaching out from there. They also ran shipping, manufacturing, warehousing, insurance, banking and Washington DC.

There is a lot less here than meets the eye. For instance, this breathless statement:

At the Environmental Protection Agency (EPA), for example, the Journal found that “more than 200 senior officials… or nearly one in three, reported that they or their family members held investments in companies that were lobbying the agency.”

It is highly probable that every Fortune 500 Company is involved in some fashion with the EPA, many in litigation. I have no idea what ‘lobbying’ means in this context. So that shares of these companies end up in federal government types portfolios is hardly a big scoop. I recall a one day wonder ‘block buster’ Wapo story, based just as this one is on the forms all feds have to fill out showing all stocks held, that showed that CIA director William Casey bought and sold large amounts of stock in companies such as AOL, that in some way did business with the federal government. I remember talking to the two or three guys in the office that were active, in a small way, stock traders and they said Casey’s actions simply parallelled what had been normal market activity. Their may be corrupt dealings in stocks and bonds and certain government types, but even today the average even SES doesn’t have significant capital to be manipulating SE activity. If it can be proved government types are getting preferential pricing treatment on share purchase or flat being given shares through laundering them through shell entities that is another matter. There have been persistent rumors about these things involving higher ups in the CIA for decades but no real fire discovered. Much more suspicious are the relations between a lot of CIA field personnel and drug trafficers in Asia and Latin America.

It sometimes makes the old spoils system seem better. At least every four years the crooks could be cleaned out by the new admin. The big problem was they were replaced by a new set of crooks.

Cotton itself did not cause the Civil War, though slavery used to produce cotton & other commodities was critical.
Nobody "ran" the cotton industry, though textile factories in England, France and New England had much to say about levels of demand and prices for raw cotton.

You might have forgotten that Democrats' corruption in Washington helped elect Republicans in 1860.
And Democrats, having held power for nearly all of the past 60 years, believed it their divine right to rule corruptly, so they left Washington and set up house, eventually, in Richmond, Virginia.
From Richmond, Democrats ordered, declared & directed their war against the United States, a war which continues to this day.
