If the power was out, it was solely because lines were down from a storm. It never happened because they couldn’t generate power.
In spite of all you might have heard about power outages in California. I've lived in California my entire life (75yrs) and I've never had a brownout or a blackout except for what you've described.

Yes electricity in California is expensive (what in California isn't?) but it's there when we need it.
Another thing to put in perspective is, the population of California is MORE than all of Canada.

I believe you. California really used to be a leading edge city on the hill. In the old days, spotty rationed electricity was from socialist paradises. Now here we are.
