Gorbachev, the President of the Soviet Union at the time said there was no promise not to enlarge NATO eastward past Germany. Former Soviet Foreign Minister, Eduard Shevardnadze also agreed, there was no limit on NATO enlargement.
No expansion of NATO eastward only covered East Germany. That's why there is a treaty-Treaty on the Final Settlement with Respect to Germany, which states NATO troops would not be stationed in former East Germany.
