How is that unusual? Not all mail-in ballots are even mailed, much less filled out in the first place.
Two things —
1. Only 43 ballots are in question.
2. The Ga voting system will readily detect if a valid voter requests and or submits duplicate ballots. No worries.
3. 10 miles SW of Albany GA is quite rural ALL the way to Newton, GA. In fact that intersection of Pretoria/Tarva Road is out in the middle of ‘freakin nowhere.’ Not a high-density population area.

This is a very rural area. The voter registrar in that county probably personally knows each person who requested an absentee ballot. They are probably the elderly of the county who have mobility issues and are in a wheelchair or use a walker. The registrar can just ask them about it when they see that person at church on Sunday.
When my mother passed away recently, I stopped into the voter registrar’s office to let them know to remove her from the voter rolls. When I walked in, the registrar immediately said, “I’m sorry to hear about your mom. And yes, I removed her from the rolls when I saw the obituary”. Things work like that in rural Georgia.
There are just over 3000 people in Baker cty. I would be surprised if there are 1200 total voters. Its a poor tiny rural county in the S.W. corner of the state.
