Many years ago there was a story from a large eastern city. The office in charge of the property of the deceased had been run by the same guy for close to thirty years. He finally got busted when a new person with a conscience went to the cops. They found he had been stealing from the dead practically from day one. He would go through the property and take whatever he thought valuable.
