Really after 911 we would have been justified in occupying all the Middle East and all Muslim lands.
Making certain we were not going to be nuked by anyone was a fine thing to do.
They were (or Saddam was) a State sponsor of terror in a post- 9-11 world. Being in the ME was a complicating matter.
