I believe there will still be a recount and if he comes out ahead and wins regardless of the concession. But I think he learned that since the House is out of reach, the Dems are not going to invest resources in stealing this seat during the Recount.

Frisch has been quoted the past couple of days saying he knows he may not win. At House Freshman Orientation in D.C. he said that he sat on the outside row for photos, so that it would be easy for them to clip him out of the photo if they had to.

I think his people have been updating him on the ballot count and he knew there weren’t enough ‘cured’ and mail-in ballots left to make a difference.
