Bull crap. The petition for Mandamus would have resulted in the issuance of a writ ordering the certification. Only if the writ was disobeyed would there be the chance of a contempt action

No court can order someone to certify something they think is a lie. Maybe they can order the vote to happen, but they cannot order an individual to vote yes.
