The author leaves out the third scenario and the only scenario that has any chance to succeed. Breaking away from state A and merging with state B. For example numerous Oregon counties breaking away and merging with Idaho.
I believe there are a few counties in N.CA as well who are on board. If this ever succeeds, we will relocate there and I would imagine many more will follow.
