The equipment to print ballots should be required to print the printer business licenses, equipment serial number along with the date / batch number on the ballot via barcode.
Ballots should be tracked via a chain of custody just like evidence. Ballots that lose their chain of custody should be discarded.
Printing of an ballot without a contract from the Secretary of State in the respective state or printing of a ballot with forged or incorrect information should be the same as counterfeiting.
Possession of a ballot, without authorization from the Secretary of State in the respective state should be the same as possession of counterfeit money.
