Taiwan has noticed a hole in its defense plans that is steadily getting bigger. And it’s not one easily plugged by boosting the budget or buying more weapons.

There is anecdotal evidence about reasons for this.
1. Birth control
2. Women focusing on professional careers, rather than having a family, so that even when women do have children, they will have fewer in their lifetime than previous generations.
3. A hedonistic mindset among both men and women, such that the idea of having children is seen as interrupting the fun they are having as young adults.
Also,if you check the long term stats the more affluent a society becomes the lower the birth rate. Maybe Taiwan can attract people from Hong Kong. Luring people from mainland China might be very risky.

Nothing the mainland wont solve shortly. Head in sand works well.
They just need to draft more women to solve this. Everybody knows they are just as effective as men soldiers. Our own Defense Department tells us so.
One simple reason. The cost of real estate in proportion to average annual income here is so high, both spouses have to work .The mean annual salary in Taipei area is around the mid 20’s in US dollars, whereas the average cost of an apartment could run around $400 K in US dollars.
Simple. Ban contraceptives except for a actual health problem. And promote marriage for most and celibacy for the few.
China has a problem with it’s own version of “Soy Boys’’ in that Chinese males, young man are in effect turning into pansies.
