The arms industry as a whole should stop doing business with any political entity, politician, or government employee in California, New York, Massachusetts, Maryland, Connecticut, Delaware, Oregon and any other similar State which I have missed.

So yes, makers of firearms, sights, scopes, magazines, ammunition, etc. should simply refuse to sell to the City of Buffalo.

Exactly. Don’t sell to them or CA or NY or IL or MA, etc. And stop providing ‘fossil’ fuels to those states’ governments (and employees) that don’t like it, too. Ignorant virtue signaling should hurt.

I also suggest that the strategy of the gun manufacturers should be is to bleed the city dry in court.
