And the down-side of that is ... what? Congress wasting 10 minutes each morning on a vote because a democrat is a moron?
Listen to the democrats bloviate when they stand up to vote for Jeffries. Ten minutes is nothing to professional time wasters. At least the motion to vacate will make them look like the morons they are.
A single motion to vacate was the rule since the beginning up until Pelosi and her ilk changed it to shore up her evil reign. No reason not to change it back.
