Does the article explain how the change in CO2 is a lagging indicator?

Carbon dioxide levels have been far higher in the past during periods of lower temperatures. As stated above, CO2 levels lag global temperatures by decades and centuries. They are not a significant driver of atmospheric temperatures. Actual measurements of the green house effect of CO2 documented by the IPCC III Report on the Climate shows that it acually has less radiation blocking effect at the concentrations increase due to the coupled nature of the atmosphere with water vapor and clouds.
