Russian Prime Minister Mikhail Mishustin ordered the creation of penal colonies in regions of Ukraine annexed during the Russian invasion. The Federal Penitentiary Service (FSIN) will have to register all institutions within the next three months, the document says .
In the self-proclaimed Donetsk People's Republic, 12 penal colonies are being organized, and seven in the Luhansk People's Republic. Three colonies will appear in the annexed part of the Kherson region, two colonies and one colony-settlement will appear in the Zaporozhye region.
Also, three medical correctional institutions and three correctional centers will appear in the occupied Ukrainian territories .
New places of deprivation of liberty will be built within the framework of the already approved budget of the Federal Penitentiary Service "without the allocation of additional budgetary allocations." The Federal Penitentiary Service together with the Federal Property Management Agency will determine the property that will be assigned to the colonies until June 1, 2026.
