I think this pertains to him greasing the skids for the conclusion in 2024 for ths Sinod on Sinodality so as to allow communion for as many more as possible, most likely adulterous remarriages and those from civil marriages.
In the end, Bergoglio once again pecks away at traditionalism and Sacred Scripture when he has all the time in the world to counter Fr James Martin pushing his worldly agenda or the German bishops openly supporting gay marriage, women priests, etc, but no.

Bergoglio’s apologists would likely say that he’s just talking about (hetero) civil ceremonies, but I’m not so sure. Unless he’s trashing conservatives/traditionalists with whom he takes a forthright, crystal-clear, make-no-mistakes-about-it approach, Bergoglio often speaks in hints and codes. The LGBT crowd will take this “EVERY marriage is a gift from God” as shout out to them and run with it... which is probably what he intended.
The Catholic Church defines marriage as between a man and a woman. So unless the Pope specifically mentioned "gay marriage," then his Catholic context implies the Church's definition of marriage.
