Does not matter who is involved, there is no logical reason for the feds to be engaged with anything even remotely resembling police reforms.
This is very clearly a State and Local issue.
Get the feds out of the cop-shop.
That is why they are building an FBI building bigger than the Pentagram. Police will be federal and run out of the FBI.
This would be the slow takeover of State an Local forces to make our coming police state.
