I was thinking the balloon had an electric compressor and a tank inside the balloon. Want it to go higher; let helium out of the tank. Want to make it go lower; turn on the compressor to put the helium in the tank until the correct elevation is reached.
It had a 2000 lb payload and it sure looked like the solar panels could recharge some lithium or other type battery to power the compressor. It needn’t be a big battery. Just one that could power the compressor for X amount of time between charging. Something the size of car battery would work. A shared bank of lightweight batteries to power all the electronics makes more sense though.

The big question is how do they know they are *Chinese* balloons?

The bigger question is how something so large and takes three to four days to cross the continent could not be seen by even on Pilot during the 26,000 domestic take offs that happen every day in this country?
The problem is what you filter out and do not pay any attention to. If is very difficult to overload computers programmed to look for slow moving targets. The almost purples at what was Electronic Systems Center with their customers in Colorado simply decided to filter out potential slow-moving targets and not examine them ever again whether they were geese, propeller-driven aircraft, balloons, etc.
You need real time data in order to change course in a baloon. You have to change altitude in order to catch differing wind directions. I have been in a hot air baloon many times. If you have ever been to a baloon event you would know this.

Squadron Officers School: O-4
Air Command and Staff College: O-5
Air War College: O-6
My last assignment was at Maxwell AFB, were all three schools are located.
The other services have similar ranks to schools.
