He stopped the Keystone pipeline, reversed Trump’s order not to use CRT in the Federal Government, stooped construction of the border wall, and could have stayed in Afghanistan as long as he wanted. He also could have reversed Trump’s change to any DOT regulation relating to train brakes. Why didn’t he?
