Taken in the larger sense, the action denouncing Hamas is aimed at Iran. The action nullifies the re establishment of a Saudi embassy in Iran as weakening the Abrams accord/Negev Summit coalition.

Najaf is a 12-er Shia holy city and dominated by 12-er Shia.
Yes, the Ayatollah in Najaf lightly opposes Ayatollah Khamenei, but I doubt they would go so much against Iran.
Perhaps Iran just wants to wash its hands off the Sunnis?

This could be part of the peace process between Saudi Arabia and Iran.
Hamas is the local branch of the Muslim Brotherhood. As a deadly enemy of the Saudi Royal family, Iran has picked up funding Hamas, even though the Brotherhood are extremist Sunnis and the Iranian regime are extremist Shia. Militarily, Hamas was a dagger against Saudi interests in the area.
If major efforts are underway to normalize Saudi/Iranian relations, Iran withdrawing support from Hamas could be one major component, and a major indicator.
Turkey (along with Qatar) has been the major supporter of the Muslim Brotherhood generally, so I wonder if they are in on this (the article did say that committee which issued the ruling included Sufis, which usually means Turks).
It is my belief that Islamic purity is not at issue. At issue is politics within the Islamic world that is saying that Hamas is bad for everyone.
The message currently being delivered:
Hamas is a terrorist organization that is the major factor in the ongoing struggle in Israel. Hamas is everyone’s enemy. The new unity has determined that Hamas and the old thought is bad. We must be rid of Hamas.
