It doesn't. But due to the media, the fools and idiots believe it does.
It does not even have the effect of Law. Only Congress and State Legislatures can enact Law[s].

An Executive Order effects only members of said President. But the sheep have been dumbed down to the point they don't realize that.

Constitution? No one has time for that.

We live in the age of the imperial presidency. Presidents can do pretty much anything the want. They can even start major wars without asking for a declaration of war (LBJ, Bush I, Bush II).

It would be nice if Congress took some of their power back. But most of those folks (both D and R) are loyal to their party, and not to the Constitution.
