I’m not understanding why a president should have the power to approve (or disapprove) such things. All of these decisions should be made by Congress.
It’s the president’s job to carry out policy, not make policy.
I know, I’m just dreaming. We live in the age of the imperial presidency. Presidents can do pretty much whatever they want, including starting major wars.
