In WW II the Germans used their 88mm anti-aircraft “flack” guns quite effectively against tanks.
Yeah. People laugh about old Russian tanks, but even a A7V from 1917 would wipe out an entire area if the guys it’s attacking don’t have any anti tank.

One real reason for using older artillery is that it enables more shells to be put onto lower value targets. With a drone for correction even old artillery can be very effective against Russians in trenches.

The 88 was probably the best multipurpose land gun in World War 2. The US Naval 5 inch gun was the other top ranked dual purpose weapon. I don’t think these 100mm AAA guns are in the same league. It was a standard caliber for Russian anti-tank guns for years. It was also the standard gun on T-55 tanks. Wikipedia does claim that the KS-19 has good capabilities against ground targets.
We must have hundreds of Vulcan guns, both towed and SP. Not very effective against air targets, but better than nothing.
Blinken, he is dropping hints in speeches seemingly confirming it.
Five days ago Secretary Blinken convened a meeting of representatives from multiple nations and he, along with the leaders he invited, endorsed Ukraine's 10 point plan for peace. Blinken said:
"All of us are committed to peace, but I believe also all of us are committed to making sure that that peace is a just and lasting one that respects Ukraine’s sovereignty and territorial integrity. And as you heard today, Ukraine is proposing 10 common-sense principles that could serve as a roadmap to peace. This war could, of course, end tomorrow if President Putin so chose, by withdrawing Russia’s forces from Ukraine. But meanwhile, we have a plan put forward many weeks ago now by Ukraine. I really commend the plan to each and every one of you and would ask you to consider the 10 principles and, of course, to stand with Ukraine on the path to a just and durable peace."
Blinken clearly endorsed the plan, no need for rumors or hints.
In the same meeting, before Blinken's endorsement, the representation for Ukraine said:
"the fifth point of the formula is the implementation of the UN Charter and the restoration of Ukraine’s sovereignty. I don’t have to dwell too much on that; we all understand what this point is about."
"The formula’s sixth point is the withdrawal of Russian troops and the cessation of hostilities. I want to be clear: Russia has to withdraw from every square meter of Ukrainian territory. There should be no misinterpretation of what the word “withdrawal” implies."

Try again, your attempt to pretend Secretary Blinken is not in favor of ending the Russian occupation of Crimea is not supported by reality.
He also set an another speech given was the date where Russia invaded Ukraine, he gave was a date that was post Crimea being annexed into Russia.
Assuming that there is suitable AP, HEAT, and HE ammunition, a 100mm high velocity AA gun should be able to deal with anything below a main battle tank. Save the missiles for them.
