It would seem that everything in the country is falling apart, diary farms are exploding, killing 18,000 cows, thousands and thousands of chickens have been killed in similar accidents along with numerous other food processing facilities damaged due to fire, explosions and airplane crashes.
In this case, the parking garage was probably built by the mob back then and they grifted too much of the money.
