The Congress can “barrow” money under Article I, Section 8.
It can’t legally ‘borrow’ money it will never pay back.

The pubbies have the leverage of impending default to push their cause. The Democrats want them to cede it by raising the debt limit without any concessions on spending. Let's see if McCarthy understands how to use the leverage or will he cave and give it away.
