Properly fitted N95 masks apparently can attain that level, but they require professional fitting and the high pressure drop makes them very uncomfortable to wear, especially for long periods.
The poorly fitting, leaky consumer paper masks are at best a wash and, at worst, collect filth that increases your chances of getting sick.
The recent Cochrane meta-analysis of previous masking studies, which is said to be the most authoritative, determined that even N95 masks made no difference. So anyone still wearing a mask of any kind to prevent transmission of COVID, or even of cold or flu, is just fooling themselves with a placebo.
