You’re looking at this all wrong.
In a meritocracy you don’t care about the “average” … you’re looking for the exceptional ones.
When I worked in corporate management we would get 100+ applicants for open positions in the company. Having 10 home-schooled applicants instead of two gave us more options … because only one person was going to get hired anyway, and the home-schooled kids were the ones who stood out.

I disagree. The early, incremental gains are vital.
To wit: many said the same thing about the trans nonsense...oh, it's only a few kids, it's a fringe thing.
I've also noticed a relative explosion in pro- and anti-homeschooling articles recently. You don't draw fire unless you're over your target.
It's not the 5 percentage point growth that the anti-homeschoolers fear. It's the NEXT five percentage points that scare them.
And they SHOULD be quaking in their crocs.

It isn't just public school vs. homeschool
Private and parochial schools are part of the mix. Charter schools can be an in-betweener.
Here in Arizona we have a massive charter school system, and very sizable school vouchers have fed a growing non-public school operation, putting good private schools within reach of low-income families. It isn't at 60% yet, but it is getting there.
