Not sure what Communist State you live in, but until the #ComDem’s totally distorted the English language, “ownership” is built into the US Constitution.
Definition of “ownership” is “to own”.
Sounds like you are using a different language than English.
If I don’t pay my property taxes, I lose the land I live on,
so who owns the land?
