When Henry VIII set himself up as the Head of the Church of England, just so he could divorce Catherine of Aragon, the people, and Parliament allowed him to claim he had been appointed by God, and been given divine rights on Earth. When Charles I decided he was going to use the same excuse for his behavior, the Butt Parliament chopped his head off. If anything, the people of Britain originally created the problem of Kings believing they were anointed by God, and could do whatever they wanted, and like Democrats, when the rules no longer suited their needs, they changed them.
