Do they not?

Yes, plus other local hoops to be jumped through depending on locale.

Yep. And, the registry is closed. No newly manufactured guns are available for (most) civilian purchasers. Not since the '80s some time. (IIRC).

Civilians may own legal full auto firearms, but there is a limited number of full auto firearms available, and a person must submit paper work, background check, and money to seek approval to be able to own one.

There are illegal conversions that can be done to semi auto firearms, to convert them to full auto. These tend to fire rounds as long as the trigger is pulled, and aren't very controlable.

Glocks with the conversion seem to be the gun of choice among the black gang bangers, from some videos I've seen

For all practical purposes they’re illegal for the average Dilbert. There’s a long list of requirements that must be done. And, any auto manufactured after 1986. So, that leaves an ever diminishing number of autos in circulation. Even if you have found a legally owned auto you can’t take possession until approved. Then, you may have to come up with $20k or more to purchase it. Most are owned by serious collectors and such.

Machine guns require a $200 NFA tax stamp and an extensive background check that takes weeks/months. They also require a large number of $$$$$ (legal M16s with legal paperwork about $25,000-$50,000+), since the supply is limited, because the Firearm Owners' Protection Act (FOPA) of 1986 banned the sale of new automatic weapons to civilians. (It was signed into law by Ronald Reagan, showing that even the best of men can make mistakes.)

People who can afford to spend $25-$50K on a gun and undergo an extensive background check usually aren't the kind of people who commit mass murder.

I think I read that the only legally owned machine gun that has ever been proven to have been used in a crime was used by a cop who was moonlighting as a hit man.

If you happen to venture in to the shady corners of the internet and see the narco terrorist videos from south of the border you will see what is in store for our cities. The most poverty stricken young gang banger in the barrio has a full auto handgun. They won’t care. What law would have stopped any of these people? Illegally in the country. Illegally obtains a firearm. Illegally kills people in a gunfree zone. Mexico has extremely strict gun laws. How’s it working formthem?

NO, not a license. They require you to 1) find one for sale 2) pay a ridiculous price for it, 3)Submit an application along with a $200 fee for a tax stamp, 4) wait about a year before the BGC is done.

New automatic weapons for sale to the general public were banned in 1986.
