That's not true at all. Disney said they are evaluating the $17B, and the initial billion off the table is due to DeSantis.
I know many Floridians are sick of footing the bill for his presidential ambitions. The difference between DeSantos and a master negotiator like President Trump couldn't be more clear.

Not that this will do anything to prevent Trump's campaign from portraying it as a win for Disney - they're openly siding with Disney against a conservative, because he won't bend the knee to Trump. Pretty dismal.
