Probably when a black guy grabs it says it is his bicycle and you get surrounded by 4 of his friends, most people would just give him the bike. Then they would just report it lost and pay for it or maybe Citi Bike or insurance would pay for it. The thief said things calmly because he did that all the time. If he got caught, he could say it was a disagreement and it would not be treated as robbery by force.
That may be standard procedure for thieves in NYC to act like it is a fight if challenged. I saw that happen 40 years ago, and everyone was like “don’t say anything”. That happened to Goetz before he shot the kids. He was robbed and the police treated it like a fight, which infuriated him. They can’t seem racist. Sure, you know what would happen 100 years ago in the south, but they take it to the other extreme.

This was attempted theft of the bike. The only thing that kept it from occurring was that the victim (the PA/Nurse) managed to push it back onto the dock which locked it in. Had the thief succeeded in gaining control of the bike, there is no telling what other actions the gang of teens might have taken. Robbed of her cellphone and possessions? Physically attacked?
As for the video, the only reason they were taking video was for boasting in social media posts. Punks do it everywhere else, why not here?
