In a shootout, some has to surrender, ie put down their weapon. Cops don’t have to “hope” that a person they’re interacting with, doesn’t return (deadly) fire, at some point.
It was a bus driver, on a bus, with passengers, not a cop.
The driver acted gangster when he got off the bus and was shooting at the fleeing wounded man.
