He didn’t want to prevent it. In order to destroy the DS he had to let them DO it. That’s why he formed the Space Force, with every kind of surveilance equipment known or unknown, to capture the steal from start to finish, and have ALL the evidence. Then a case had to be built, which is now done. In the next 6 months the fecal matter will really impact the ventilating equipment. Hide and watch.
