Wagner has never been a real mercenary company. They have always been an unofficial state structure. Sort of like IRGC in Iran. Being “unofficial” allowed them to ignore some laws.
Putin needed them for his divide-and-rule style to be a counterbalance and rival to the military.

This is what happens when you do not pay your mercenaries (many regular Army Russian soldiers have also not been paid, which might partly explain the lack of serious resistance).

Didn't Putin hire the Wagner group mercenaries to fight Ukes? I read they were not getting paid and taking too many casualties and now have turned on their employer - Russia. But then, who knows with all the propaganda?
