Forgive my ignorance, but how does a ‘bean-bag shotgun’ differ from a real one? Isn’t just the choice of ammo?

One thought behind this is that the shotguns were rarely used and had a huge liability risk because of the shot spread pattern. They’re keeping their ARs, though.

So 170 FEWER shotguns and less lethal. Guess how the bad guys will respond? As the article says, "What are you gonna do, pig? Give me a welt?" That is a fundamental problem with "less lethal" approaches: the criminal is more willing to risk getting shot with a beanbag than with a real round.
