Here is a little primer on how US Government conspiracies work...
There is NO WAY that you can get 1000’s of law abiding, God-fearing citizens to lie to their neighbors to protect corrupt elites.
What you can convince them to do is lie to their countrymen “for their own good”.
Oswald’s ties to Cuba and Russia were cultivated by the CIA so that the Russians could be “secretly” blamed for the killing of the US President. If you talk to spooks or high government agents from the 60’s and 70’s who will admit that Oswald didn’t do it alone and there was a government coverup, they will ALL tell you the same thing. They will tell you that the Russians killed Kennedy as retribution for the Bay of Pigs and the Cuban Missile crisis. Johnson (with the help of thousands of upstanding bureaucrats) had to cover it up and advance the lone shooter theory at all costs. To admit that Russia killed Kennedy would guarantee thermonuclear war and the annihilation of the human species.
The people who lied to their friends and family and participated in the conspiracy believed until the day they died that THEY were the “good guys” and were protecting all of humanity.
Once you understand that this is how conspiracies work, apply it to COVID. Do you still think it was a “lab leak” that needed to be covered up so that everyone would do the responsible things such as; vote by mail, buy everything online, allow the government to print 2 trillion dollars, and take 4 or 5 vaccines like a good person?

Who had the most motivation to kill Kennedy?

The spooks were lying. JFK was not assassinated by the Russians, and they didn’t cover that up to prevent World War III. The CIA, joint chiefs, and some oil man despised him. They were very bitter that he did not allow them to initiate all out war with Cuba, they were better that he didn’t go along with Lemay and Powers and Limzinger who wanted to launch an all out first strike and were looking for a way to provoke it. They were very bitter about the atmospheric test ban treaty. And then league with their mafia contacts that were hoping to get their Cuban operation back, and with Cuban exiles, DC did it. Also noteworthy is it when the USSR collapsed, they let researchers absolutely pour through their national archives from one into the other, including KGB files. We found out the truth about the Rosenbergs, spy rings, weapons programs. Everything. The Russian response is that they knew dangerous elements and our government had done it. And then a year later Khrushchev was overthrown in a similar manner.
Time to face facts. Our own government did it. And the conspirators have been on top ever since.

They weren’t thousands in on it. A mere handful, that could sit in someone’s living room. That’s it. Then the security state buffaloed the Warren combination by telling them “if you don’t find Oswald acted alone, YOU’LL be responsible for a nuclear war”.
And a cover story took legs.
If everything is as you say, there was no reason not to release all data once the Soviet Union was deposed.
