If he means what I think he means....then he is 100% correct.

First action, a curfew imposed...anybody caught on the streets after dark must have a provable valid reason that has nothing to do with rioting or protesting.

Second action, an open shoot to kill order for anyone committing violence, burning, looting or assaulting police.

Third, if the first two actions don’t quell the violence (it is war, after all), a shock & awe response to the rioters.

It’s the only way to be sure.
