Yes, he always was (1) very stupid, (2) very nasty, (3) a serial, almost compulsive liar, (4) a finger-in-the-wind pol who never had any core convictions, (5) a corrupt scumbag, and (6) a pervert with molestation tendencies he might or might not have acted on beyond sniffing hair and copping the occasional semi-secret feel. And yes, his fellow senators knew all this, but he was a member of the club and they are all corrupt to one degree or another, so they protect each other.
