Those qualifying had to be at least 18 and living in the city between 1919 and 1969...

So, in other words, they have to be at least 54. Sounds to me like this is a way to help elderly black residents who have nothing other than Social Security to keep them going.

Thanks. I was wondering what a “qualified” black person was.

I figured it meant the one drop rule, or at least he or she had to be approved by the man.
