I work on summer camp staff and recently retrained on swimming and boating safety. A person who can’t swim can drown within feet of a dock or flotation device. It’s very dangerous for them in water that’s more than chest-deep.
It’s also possible that he hit his head or had a heart attack.

Pictures I've seen of paddle-boarders, even ones of Obama show the boards attached with a velcro strap to a person's ankle.
