Poor Haiti. They have only been independent since 1805. 220 years is not enough time to recovery from slavery. Maybe another thousand years will do the trick.
I have read reports where citizens are organizing vigilante committees to fight the gangs. It sounds really brutal and seems that the government has begun to lose control
I understand the border frontier between those two countries is well-guarded by the DR government to ensure the Haitians stay on their side.
I thought all the trouble makers in Haiti left the island and came across the US Southern Border to live a life of “all your wants fulfilled here”.

Labadee, the cruise port, is located on a peninsula behind high fences with razor wire and manned with armed guards. It's more of a Disney production of Haiti than the real thing.

I knew someone who worked at the Peace Corp in Haiti.
As you say there are some very high security areas where she was very safe—venturing out of them was always an “experience” which was required as part of her job.
She grew up in a hurry—and did survive it.
