Sad to say, I have long thought the only real cure for Haiti is to completely depopulate it (but what countries would take these peoole?), blockade it for at least 50 years while the land and sea heal, and then let the Dominican Republic annex it. That’s never going to happen, so ... we’re stuck with Haiti being Haiti.
Actually with its hovering between 40 and 60 it would be merciful to remove child making capacity and support them through old age.
I know that would be frowned upon but the level of unfixable pain now is significant.
