Another possibility is, Biden resigns first and Harris promises to do the same after the next VP is sworn in. Of course a few fanatics think Harris needs to be the next POTUS but the real rulers would not allow it unless they wanted more chaos.

Simple. Come next Spring, after declaring a Climate Emergency and crashing the markets, Biden will announce mournfully that due to medical developments he has decided he will not run for re-election. He will serve out his term and retire, to the accolades from the peanut gallery. Maybe get a Nobel Peace Prize for his epoch-making performance in office.
The Rat party will throw open candidate selection to the primaries, which they basically control anyway, but where Harris won’t stand a chance of nomination. There goes the “Harris “ problem.

Next spring is probably too late to get on the ballot for primaries, and late to get the fundraising started. It would be more convenient for everyone if Biden announced now that he wasn’t running.
It would solve the Democrats’ problem if Biden resigned and Harris contented herself with being the first woman president and announced that she wasn’t going to run either, but I don’t see her doing that.
