NY and especially NYC has an army of progressive/woke social-welfare workers. They are deployed into the fray of every leftist-manufactured crisis they face, from Covid to Drug Addition to the flood of immigrants.
I’m not saying they are effective or efficient - not at all.
Rather, there is a huge, bloated, expensive, self-serving, unionized, highly ideological army of government employees (often subsidized by Fed.gov) who will be sent to and fro.
