Well, one can’t speak clearly if one can’t breathe, and will likely not be understood because of gasping. If one’s comments are clear, and understandable, the chances are very good that he or she CAN breathe. If they are garbled, and nonsensical to the listener, then the distressed person most likely CAN’T breather.
St. George Floyd clearly COULD breathe, as his comments per the recordings were quite clear and understandable.

I called my friend Don yesterday. His friend Dan answered the phone and said Don said he was having breathing problems at 4:30am and needed medical help. Don had fluid on his lungs and is in his local hospital.
