Why wouldn’t property owners rebuild, or sell, as they desire? Why does the state have to intervene in the first place? Why wouldn’t property owners decide what to do with their properties?

Really, what's the land worth right now? Probably not a lot. The state will likely pay higher than the current market value.

It’s an opportunity to take it out from under them. Right now the land is about as cheap as it’s ever going to get and the owners have lost so much they might feel pressured to sell just to get back on their feet. So right now is a perfect opportunity to hit them with eminent domain and give them an offer they can’t refuse.
