I don’t get this.

Why wouldn’t property owners rebuild, or sell, as they desire? Why does the state have to intervene in the first place? Why wouldn’t property owners decide what to do with their properties?
.
What am I missing?

Then they’ll sell it to Larry Fink.

Intentional? Doubtful. Dems and Hawaiians aren’t that smart. But. Never let an opportunity go to waste.

I'm guessing this is a bailout for the property owners.

Really, what's the land worth right now? Probably not a lot. The state will likely pay higher than the current market value.

Exactly? Isn’t this up to the property owners or insurance companies?

I expect the state to force buy outs or just outright seize by imminent domain. Can’t let the peasants own that prime waterfront.

Likely they will just refuse to insure new single family homes. Same difference as foreclosure really.

It’s an opportunity to take it out from under them. Right now the land is about as cheap as it’s ever going to get and the owners have lost so much they might feel pressured to sell just to get back on their feet. So right now is a perfect opportunity to hit them with eminent domain and give them an offer they can’t refuse.
